What it is
The Sewer District’s Rate Reduction Program takes 40% off sewer and stormwater charges for households at or below 250% of the federal poverty guidelines. Since February 2024 NEORSD runs the program directly (216-881-8247) — and unlike the water discount, renters who pay the bill can qualify too.
Fast Track option: if you’re already enrolled in a program like Medicaid, SNAP, or HEAP, you can skip the full document package — just show proof of that enrollment and approval comes faster.
Income must be re-verified annually to stay enrolled.
Don’t stop at sewer
The water side of your bill has its own discount — the Water Affordability Discount (40% off Cleveland Water, up to 200% FPL, homeowners). Seniors and disabled homeowners should also compare the Homestead sewer discount; you can’t stack discounts, so we’ll calculate which saves more.
