The Home Energy Assistance Program (HEAP) 175% of FPIG

The Home Energy Assistance Program (HEAP) is a federally funded program. It is designed to help eligible low-income Ohioans meet the high costs of home heating. If you are eligible for assistance, the amount of your one-time HEAP benefit will depend on federal funding levels, how many people live with you, total household income, and the primary fuel you use to heat your home. In most cases, the one-time benefit will be a credit applied to your energy bill by your utility company (or fuel vendor). This program runs from Nov. 1- March 31. If you have a shut off notice, you can apply for emergency HEAP.

PIPP 150% of FPIG

It is an extended payment arrangement that requires regulated gas and electric companies to accept payments based on a percentage of the household income. Under PIPP Plus, if you heat with gas, you pay 6 percent of your monthly household income to your gas company and 6 percent to your electric company. If you heat with electricity, you pay 10 percent of your monthly household income. The local energy assistance provider or utility company will inform you of your PIPP Plus installment. Once you are enrolled in the program, you must pay your installment every month in full and on time.

The Electric Partnership Program (EPP)

The Electric Partnership Program (EPP) is designed to improve the electric efficiency of low-income households who participate in or are eligible for PIPP Plus (Percentage of Income Payment Plan Plus) by performing in-home audits and installing appropriate electric energy efficiency measures. This program will replace refrigerators and freezers that are energy inefficient. If you have a shut off notice, you can apply for emergency HEAP.

Water and Sewer Affordability Program (WAP) 200% of FPIG

You can receive a 40% discount on your Cleveland Water bill and Northeast Ohio Regional Sewer District bill if you meet the income guidelines and are the primary homeowner and occupy the home for which you are applying. Those living in Cleveland Heights are only eligible for sewer discount and not the water discount.

Sewer Crisis Assistance Program

This program benefits customers affected by a major event in their life, such as major medical expenses not covered by any other source, job loss, separation, or divorce. The program offers financial assistance of 50% of sewer balance (up to $300) toward your account.
